GOV4RES Project

The Governance for Resilience Project is an initiative supporting Pacific Island countries, including Fiji, to adapt decision-making and governance systems to be risk-informed and climate-resilient.

Phase 2:

The Phase 2 of the Project focussed on Solarization of women led rural empowerment initiatives.

As part of the Governance for Resilience (GOV4RES) Project, Live & Learn Fiji, in partnership with Dawn Renewable Energy and the Bua Provincial Administration and Office, successfully implemented the installation of solar-powered freezer systems in four remote communities within Bua Province, namely Naivaka, Naiviqiri, Galoa, and Yaqaga. The duration of installation of the four solar freezers was from the 22nd to the 26th of June 2026.

These communities are geographically dispersed rural and maritime settlements located in Bua,the northern region of Vanua Levu. They are situated at significant distances from the nearest service and administrative centre, Nabouwalu, which is approximately 30–90 kilometres away depending on the village and access route (combination of road and boat travel). Due to limited transport infrastructure, some communities require both vehicular and boat access, resulting in extended travel times of up to 2–6 hours under normal weather conditions. This remoteness contributes to limited access to essential services, including reliable electricity, cold storage facilities, and timely market access

Phase 1:

The over all focus of Phase 1 of the GOV4RES project was on water security projects that aimed to improve hygienic living conditions through access to clean and safe drinking water. The Project ensured it integrated risks in all its planning and budgeting systems, gender & social inclusion needs as well as strengthening community resilience.

In 2022 – 2024, four sites were chosen and select small projects undertaken, namely:

• Central Division Security Project (3 communities)
• Vunimaqo (Ra, Western Division) Water Security Project
• Ekubu (Vatulele Island, Western Division) Water Security Project
• Northern Division Water Security Project – 4 communities
